May 2001 As
you may know, we have been fighting against the application by Associated Tower
Cinemas for a full-on alcohol licence for the White Rose building (next to
Yorkshire Bank). This company is the same one that runs the Arc. Local residents
are clear that their quality of life has been severely affected since the Arc
opened. We are appealing against the Magistrates’ decision to allow this
licence and are putting together a case to take to the Crown Court on 25th
and 26th June, and we need people to attend and/or act as witnesses
against this further degradation of our community. If you are interested in being a witness, please phone one of the

and individuals to try and tackle the problems created by poor landlords. The
council is being put under pressure to introduce a compulsory registration
scheme for landlords. There is legislation proposed for the next parliament to
improve the areas like ours where there are large numbers of private landlords
operating. And there have been positive moves towards controlling the TO LET
signs common in Headingley. Litter We have been trying for a long time
to get the council to provide extra litter bins in Headingley. At last, 30
extra bins, paid for by the CIT (Community Involvement Team) are due to be
placed around the streets of central Headingley. We have been asked for
advice on the placing of these bins. We hope they will make a small
difference in the amount of litter to be found after the night’s
takeaways have been consumed. Home Zones If you think your street would make a
good traffic-free Home Zone, where children could play safely and adults
relax in peace, please let us know! There is money to be had for
such schemes…. Traffic The traffic group has been working
towards the calming and/or closing of rat runs in the area. It is also
working more generally on the traffic problems of Headingley. Membership We want to expand our membership and
represent all those who live in or near central Headingley. Please use
the attached membership form to sign up a friend or neighbour. Our aims

double in size! Information: On 14 February 2001 the Executive
Board of Leeds City Council agreed an out of hours service to
predominantly cover noise for a trial period of six months.
Whilst the proposal is based on providing an out of hours service
for the investigation of noise complaints from both residential and
commercial properties that are outside normal working hours, the service
will also be available to investigate other Environmental Health
